It was very important for all the major political parties to show the public that they were willing to donate a large part of the GNP to development aid. At the same time, Norad´s administration was overworked and undermanned, and NGOs were a convenient way to dispose of the large sums of money without putting extra strain on the already overworked staff. at least, that´s my theory.
