This seems to automatically assume that the Hero is preferable to the villain. Why? The villains usually have better dress sense, more money, more brains, at least as high, if not higher, regard for the True Love, (and so on). Also a lot of girls (I've no idea whether it's most girls or some girls or almost all or almost none but a few or whatever, but at least some) really seem to fall for that whole bad-guy routine, so why not just jump the villain?
Genders reversed, I would, I think. I'd definitely give the villainess a lot of bonus points for sexy evilness, dark hair, money&power and at least enough cleverness to capture me.
